Is it illegal to own this coral in captivity? The reason I ask is because I know of a place were it can be found in Puerto Rico.

Yes it is illegal to have, unless you have a CITES permit for research.

This picture was taken in a public marine parks tank down in Florida so I am sure they have the necessary permissions to keep them.

                steffen,

A palmata is listed as an endangered/protected species under CITIES. It's illegal in the US to have one unless you have a permit.

To answer trueblackpercula, even with all CITES permits, it would be 100% illegal to "frag" and distribute the animal unless a permit was issued to the recipient PRIOR to transfer,... with all the new rules/listings that are going to be in effect soon,...I'm quite certain that you must be a research or educational facility, and even then, present good reason for the want/need to possess/display these animals.
also Palmata is one of the hardest Acros I have ever tried to "stabilize" in captivity,..very tricky coral.
I currently have the oldest colony documented in captivity, and it is only 5 years old. (Seascrore's) colonies are only four years old max and their oldest colonies are hosting pacific Zoox?????(not true Palmata IMO).
